Was considering the Honda XL650, but didn't like the air cooled feature as engine tolerances are usually looser, previous post summed it up well, DR is better after having both. Theory being for me watercooled would produce greater longevity. Handlebar tingle does exist briefly when bike gets up on the cams, otherwise the main notice is when you get off the bike, gloves make a huge difference though. As far as maintenance other than oil changes and keep screws in check, the big one is valve adjustment. I know on air cooled bikes, valves are sometimes required to be inspected at 600 miles and every few thousand afterwards. This is where the DR dry sump stands out 15,000 miles before suggested it be checked. Nothing worst than buying a bike and pay a big maintence bill 600 miles after you just bought it.
